Google Changes Quality Score Algorithm

I have definitive data that Google changed it’s Quality Based Bidding and Quality Score algorithms on February 18. Yet, I’ve seen no public disclosure from Google or public discussion from others.
More on my data to come… I’d love to hear from anyone who’s seen something in their campaigns.
